Contracted with painters to paint house in spring of 2015. I chose my color and had it mixed. Rain came that same week and the painters went elsewhere and that was the end of them. Found another one that fall but the painting did not occur. In September of 2016 the house was painted...... but to my shock they never stirred the paint or shook it. I found that out on the very last gallon.
This is July 2017. If anything touches the painted walls it takes paint off. The lawn mower threw a rock(?) and it took not only the new paint off but right down to the fiber.
The house has the fiber siding on it. It was primed.
As I look at the house I can see dark and lighter areas.
What would you do?

Power wash, reprime and repaint. I have no idea if the delay in painting contributed to the failure but if it was the contractor's fault, will they pay for the job?

Yea, start over. Get different painters. Arrange for when they will come out and have them pick up the paint. They should be able to get it in five gallon buckets. This way, the paint will have been mixed and shaken the same day they start. Get the better paint, like $45 per gallon. It will go on better and stay longer.

It cost more than $45 per gallon. I need to know if the separated paint will have to come off or if it can be properly painted over with a new coat. I am not sure what power washing will do. The house was power washed before being painted. It was washed one day and the painting started the next. Plenty of time for it to dry so hat was not the problem. I have read that if the paint is left sit even in a day or so it should be restirred. I know in the construction family I grew up in if a bucket of paint full or partial was opened it was stirred. This paint set for more than 18 months and was not stirred when opened. I would have put a stop to it had I known what they were doing. I only saw on the last gallon they opened.

Power wash to knock off the loose paint as you mentioned how easily it comes off.
