Depending on the type of pinecone you can drill a hole through them with a small bit. Then just loop the twine through and tie it so it dangles down.

I made wood "beads" by drilling a small hole every 1" through 3/4" birch limb sections, cut into sections and hot glued the pine cone to the flat sides. The white of the birch bark contrasted nicely, I also sprayed a little flock on the pine cones. Back in the "sparkly days" I would add a little glitter....James
