I would like to put vanilla beans in a syrup bottle with syrup. Beans are several yrs dry. Do I need to rehydrate some how; before putting in? If so, how?

If it is sugar syrup it's probably some proportion of water. Corn syrup, same deal. Over time any kind of syrup will rehydrate the dry beans.
Just like any natural grown substance, in water, bacteria will grow so something like sugar or corn syrup will keep that in check, like with honey.
Why are you putting them in syrup instead of putting them in alcohol, for say, a vanilla extract? Alcohol also has a proportion of water and will rehydrate the beans.
I noticed in making vanilla extract, that if I made it without cutting open the beans, it was not very flavorful or darkening, so then I cut them lengthwise and the flavor and color increased quite a bit in a much shorter time.
