My question is what was a bull doing loose in a parking lot like that? India where cows are allowed to roam free? But I know bulls could be dangerous. I never thought about that. I can't think that this issue has been left unaddressed.

I did some reading. As best I can tell, bulls in India are not allowed to roam free but the ones kept for breeding generally reside in a temple compound. Even though is is not commonly discussed, non useful bulls are sent to slaughter in various locations that allow it.
I also read that roaming cows are generally allowed free range to forage for their fodder. They then return to be milked, having reduced the cost to the dairyman. Since Hindu culture traditionally has held that feeding cows is a mark of respect for them, this turns out to be a win for both the feeder and the fed.
