I have noticed an area on the top of one of my does hip. It is a rough / scabbish consistency with what looks like a small pimple or ingrown hair inside of it. The hair is not growing in this area. She is in good health otherwise and eats like a pig!

It's hard enough to tell about my own goats in person. Abscesses for any reason cause the hair to fall out before the infection ruptures through.
That's a pretty small spot to be any of the major issues imo. Maybe a small infection caused by a thorn prick or a splinter that got embedded when she rubbed on some wood or a bug bite. It also seems to have some broken off hairs around it, indicating she maybe chewed on it a bit.
I have seen a number of abscesses caused by CL or injections and this is way smaller than any of those I've seen. I wouldn't worry about it in one of my girls but just keep a casual eye out for any changes just in case.

I was hard and not soft at all. I think I am going to order some Nu-Stock for application to the site and see what happens. Bought my girls from a closed and tested herd, but you never know I guess.

Did you try picking off? Usually if it's a zit sort of thing, you can pick the top off pretty easy. My dog gets little growths like that. Doesn't seem to be a big thing. I know it's annoying, but I would just watch it for know. They must be getting easier to handle? Sweet feed, animal crackers, and saltines get me close enough to grab a collar.
