I have 3 new packages. It has been pretty cold and windy. I have syrup located for them in an empty super, so they can dine inside in comfort. I have several frames of honey left from last year. Can I just add one of those frames to each hive? These are mediums and the bees are in deeps. Can I add it to the empty upper box or remove a frame and add it to the lower box?

Absolutely. I would replace one of the frames in the lower brood box. You really don't need to space them out more than is necessary right now.
