Mostly where leaves start then a few as leaves climb tree.

If the leaves are gone completely, a browsing animal would be the most likely culprit. If some leaves are only partially eaten and no insects to be seen, it's possible climbing cutworms which would only be seen at night. Check under leaf litter around the base of the tree and see if any are there. That's where they would be spending their daylight hours.
