How can I get rid of branches that grow out of limbs on base of tree? I've been just keeping them trimmed. Would like to get rid of permantly.

I'm assuming that what you have are called water sprouts. Some fruit trees are noted for growing them. Since they usually grow straight up, they don't bear fruit. You're already doing all you can do without destroying the tree. Pruning them off is all you can do. Anything that you might do to prevent them from growing will also affect the tree.

The only thing I would add to comments is be careful when pruning shade trees. If those limbs you want gone are small sprouts there's not much to worry about though, just whack them off. If they are bigger than that, say about 1 or 2 inches in diameter, then be careful not to cut into the bole of the tree if you're using a saw to cut with. If there's a lot of them, or if they are larger than 1 or 2 inches, then I'd wait until the sap goes down, or before it comes up before I'd cut them off. If you cut them in the spring or summer, you could cause some disease to get into the cut and hurt the tree. If its a big limb, then I'd let the cut dry out a little and put some paint over the cut area to keep out the water and keep insects from boring in there.
