Jocelyn G. Winfrey, 53, was attacked by the dogs in a fenced-in area after walking onto the property of an acquaintance, Hamilton H. Hicks, on June 20, according to a news release by the New Haven, Connecticut Police Department.
Ms. Winfrey lost an arm, a leg and her eyesight as a result of the attack, according to local reports, which described the dogs as bulldog mixes. She died a week later.

Around here the same issue with pot growers exists. They want their dogs mean and free roaming to protect their grows. And the heck with anyone else.

"The owner, Dr. Hamilton Hicks — a resident psychiatrist with Yale Medical School" had three bags of crack cocaine on him during the mauling.
Seems like there may be more to the story...
