With the exception of excepting food stamp people from being charged as everyone else and mandating the stores prove recyclable bagsrat a specific cost, I basically agree that poastic bags should not be used routinely. I dislike these kinds of mandates but there are way too many such bags on the beach heading into the water and we have a lot of coast. I have bags that I have made, ones 30 years old, a couple made for me by others, bags that were giveaways in promotions, etc. They can be made basically cost free and it is just a matter of convenience, not need.
