I bought the chicken block i read about here--its away too hard for my chickens to eat, i have chipped some off into smaller blocks--but they just cant pick into it. because they are banties, maybe?

no--my chicken house had been moved into my garage, their water dosent even freeze. honestly. this is as hard as the salt block for the horses

Sounds like something the wild birds would like. I'll bet a blue jay or cardinal could get into it. Woodpecker? Pheasant?

I've seen differences in "hardness" in the different scratch blocks throughout the years. I've got one in the big coop that is just as you describe. They are working on it very slowly as it takes them quite a bit of effort. It also seems like some of them have given up on it... On the other hand, I recently bought some from another store and placed one of these in a different coop which has 3 less chickens and they seem to be working it over relatively fast compared to the other coop. This one is indeed a tad more on the crumbly/softer side. I'm now tempted to take that block out of the big coop and replace it with one of the new ones. Sorry your Banties aren't able to enjoy it ceresone ... I don't think they are too small - the block is probably just too hard like the one I described...

If too hard for the birds to eat, can't be too hard for an ice pick or even a hammer. Break it into small enough pieces and they can eat it.
