The weather and livestock births got the better of me and I am now faced with nice, healthy potato plants. My intent was to go vertical in a potato tower of sorts. When is it too late to dump more dirt in the tower and keep them growing North to add more tubers?

If you have more than 3" of green stem showing, you can add 10' of dirt and not get one more potato. The purpose of continually adding soil or mulch is to force the underground portion to stretch or grow longer and produce more stolons. Once the plant develops a true stem, there will be no more new stolons and hence no more potatoes.
