Let me see, five to fifteen percent of a tenth inch (our usual rainfall) would be an extra hundredth inch or so of every rainfall. Wonder what that hundredth inch of rain would cost?
And drizzle and rain fall from different clouds. They didn't say if silver iodide works for drizzle.

Wet may be wet, but it also may not be wet enough. We can get an average wet, but not a normal wet, because wet is not normal.
