I remember reading about a natural dairy in Canada that was just crushed by all the regulations. The govt actually apologized later but that was after it was out of business. I read the article & it's tough to see why it is this way. That said I work for the US government & a lot of it is .... well, difficult to make sense if.

I was just watching a news video about a Canadian small goatmilk farm that are facing shutdown because the government is forcing them to buy a $20,000 pasteurization machine or stop selling milk. Despite the fact that safe pasteurization is perfectly possible on the stovetop with a stainless steel stock pot and timer. It's really crazy and disfunctional.

Oh, dear! "To err is human; to really mess things up requires a governmental bureaucracy."
People in offices, far removed from the actual production of food, have no concept of what is required - and what is not at all necessary. Maybe anyone who comes up with rules and regs for food production should have to live on a producing farm for a few years before getting a job telling others what to do. IOW, if they don't play the game, they don't make the rules.
