Was told car had rust underneath. They want to spray WD40 there to stop rust. Find that hard to believe. Had new rotors put on front end. No longer squeeks but they still grab. Is this normal?

Too little information and your question at the end is ambiguous;
are you referring to the rust being normal, the spraying of the WD-40
to supposedly stop it, or is it in reference to the brakes still grabbing?
I'm assuming that we're speaking about some type of motor vehicle?
If so, how old is it, is it used in an area where they spread salt on the roads in the winter to prevent ice?
Spraying WD-40 doesn't stop rust; it just appears to slow it down in the area applied - and it certainly doesn't cure the damage that's already been done.
Brakes can also be adjusted to prevent "grabbing", or perhaps they were simply installed incorrectly.
I'm also wondering if that WD-40 while being applied so liberally to 'stop the rust', could have also "helped" make that brake squeal go away as well ....
which can be dangerous.....if so, it might be time to think very strongly about getting a new mechanic;
one who actually knows how to take care of you and your vehicle, by doing so in a safe manner.
I'm getting the impression that this one doesn't know what he's doing.

copperkid3 WD40 hasn't been done yet. Car-2003 Honda Civic Only has 112k miles. In your opinion, can anything be done about rust? Wouldn't think so. Guy has been in business a long time. Think I'm being taken advantage of because either I'm a woman or I'm old, or both. He gave a ridiculous response when I told him brakes were grabbing. Said something like, when rotors or something wore down, then they would stop grabbing. I'll have to find someone else. Around here, there's only dealer, or some other chain. What I really want to know is how bad rust it.

So you do live in the "rust belt" right? My memory *(what little is left) wants to say somewhere like OHIO? Body rust is going to be there no doubt and can be addressed as needed, but the primary concern is going to be how badly is the structural or frame work that supports the rest of the vehicle. Someone who knows what to look for and what needs to be done, should get under it; or better still, bring it inside and put it up on a lift and check out for the likely 'weak' spots where every model is suceptible to having frame damage from salt causing rust to eat away the vitals. If it's not too bad, sometimes you can cut and weld a piece of plate steel or a large enought piece of angle iron to cover and/or support the area in question. Go down to the local diner or coffee shop in the towns around you and put out the word that you're looking for someone local who is good at 'fixing cars'....and describe what you want looked at and/or done. You'll probably get 2 or 3 names and check them out as far as who their customers are and if they are happy and satisfied with the work/price. Check out the work that was done and compare; you'll soon know who you want to do your work. And if they're honest, they'll actually tell you whether or not you even need the work done! You might want to check out this product too, but it won't help if the damage is already too deep....however once those areas are fixed, it could be applied to help stabilize the remaining good metal. www.theruststore.com/Article.aspx?WebpageId=48

So the car had a few winters in Michigan before going south to NC?
I'm pretty sure that the tarheels don't throw salt out on their roads down there....at least not on a regular basis.

Went to Midas to check out rust. They said it wasn't that bad. Had me look, I agree with them. They told me to go to body shop and have something done to seal it. Can someone tell me exactly what I should tell body shop? Honestly, can't remember.
