My garden hose is leaking on the hose side of the metal end, meaning it's not just in need of a fresh hose washer. Is there anything to do for this besides cutting the end off and replacing that? Thanks.

Hoses WILL leak at that metal seam when the washer is bad. They will also leak at that seam when the washer is good, but the connection is not tighten enough. Before you do anything like cutting the hose and replacing the coupling, I'd suggest replacing the washer and tighten the connection with a couple of pliers. If it still leaks, then your only recourse is to replace the coupling.
